No. On the one hand, the manufacturer's specification usually gives the energy that is required when charging the external battery - not the energy that is stored. (This is actually a lazy trick…). There are losses when charging the power bank as well as when charging the smartphone. The reason is the voltage conversion, so that about 15 percent of the energy is lost in waste heat. Is the ampere specification (A) important?
The amperes (A) can be used to draw conclusions about the duration of the charging process. A battery with a 1 A output does not charge a smartphone as much as a 2.1 A port in half an hour - see above. However, the smartphone and power bank must understand the same charging standard. Current power banks and smartphones can do this. The best way is, of course, quick charging via USB C with Power Delivery (PD).
